When Brother Elias and the ministers were near the place where blessed Francis was staying, Brother Elias called him. Blessed Francis responded, and seeing the ministers, he said: "What do these brothers want?" "These are ministers," Brother Elias answered, "who heard that you are making a new rule. They fear that you are making it very harsh, and they say and say publicly, they refuse to be bound by it. Make it for yourself and not for them."

Then blessed Francis turned his face toward heaven and spoke to Christ in this way: "Lord! Didn't I tell you, they wouldn't believe me?" The voice of Christ was then heard in the air, saying "Francis, nothing of yours is in the Rule: whatever is there is mine. 5Cumque esset frater Helias prope locum ubi stabat beatus Franciscus, vocavit eum frater Helias. Quo respondente et vidente ministros praedictos, dixit beatus Franciscus: « Quid volunt isti fratres? ». 6Et frater Helias ait: « Isti sunt ministri qui audientes quod facis novam regulam; et, timentes quod facias eam nimis asperam, dicunt et protestantur quod nolunt esse obligati ad eam; facias eam pro te et non pro eis ».

7Tunc beatus Franciscus vertit faciem suam ad caelum et loquebatur Christo sic: « Domine, nonne bene dixi tibi quod ipsi non erederent mihi? ». 8Tunc audierunt omnes vocem Christi respondentis in aere: « Francisce, nihil est in regula de tuo sed totum est meum quidquid est ibi; et volo quod regula sic servetur ad litteram, ad litteram, ad litteram, sine glosa, sine glosa, sine glosa ». 9Et addidit: « Ego scio quantum potest humana infirmitas et quantum volo eos juvare. Qui ergo nolunt eam servare exeant de ordine ».
10Tunc beatus Franciscus vertit se ad fratres illos et dixit eis: « Audistis! Audistis! Vultis quod iterum faciam vobis dici? ». Tunc ministri seipsos inculpantes confusi et territi recesserunt].
